WEO: The Study About The Model Of Global Environmental Governance

Abstract/Summary:
The issues of environmental protection have been brought into the agenda of International polities formally since 1970s. However, after nearly four decades'development, the result of global environmental governance is unsatisfactory and environmental protection still faces enormous challenges. Poor performance in response to mounting global scale pollution and natural resource management challenges has spurred interest in rethinking global environmental governance and perhaps restructuring the current institutional architecture. The international community has generally considered that the Global Environmental Governance is facing the following problems:a considerable fragmentation of international environmental institutions and multilateral environmental agreements, UNEP's inefficiency, lack of resource.Under this background, a variety of global environmental governance reform proposals have been proposed and the proposal of WEO also came into being. For now, global environmental governance reform is imperative and there is no doubt that the proposal of WEO is the best choice. We can see that the global environmental governance regime is fragmented, MEAs have proliferated and international organizations international environmental responsibilities are spread across too many institutions with diffuse, overlapping, and even conflicting mandates; UNEP, hampered by narrow mandates, small budgets, and limited political support, can not act as the authority agency of global environmental governance; the global environmental governance also lacks of resource. In order to resolve the problems effectively, we need to establish WEO urgently. What's more, WEO, as a professional environment organization, totally meets the need of environment protection and reform. As for the model of WEO, the international community has not made an agreement. On this issue, the coordination model of WEO, upgrading UNEP from a mere UN program to a full fledged specialized agency of UN with increased financial and staff resources and enhanced competencies and legal mandate is feasible. In this model, a WEO would function and have powers similar to other international organizations. Finding the basic power for WEO is decisive to establish WEO successfully. According to the international and domestic policies of nations, we can see that the prospect of WEO is optimistic. As for the functions, WEO can help ameliorate the coordination deficit in the international governance architecture, assist in the build-up of environmental capacities in developing countries, it could also support regime-building processes powerfully, especially by initiating new treaties and streamlining the various reports, that would reduce the current administrative burden, in particular for developing countries.
