The Research On Mainstreaming Of Regional Environmental Management Mode

Environmental mainstreaming is considering the integrity of environmental in core of the system design and decision-making. It requires us apply an ecosystem approach to breakthrough the traditional management practices with fragmentation of policies from different departments, environmental protection goals will be "internalized" to the economic development agencies, development models, policies and projects, into relevant departments and the agencies of the industry, comprehensive and effective coordination of their decisions and actions to achieve environmental protection and sustainable use of resources. Mainstreaming is a dynamic social practice considering environmental protection and human well-being.Environmental management is the bottleneck to achieve mainstreaming.With the acceleration of regional economic integration, regional environmental management in China is facing new challenges, and the State Environmental Protection Department's control to the local the environmental management is not strong, the local environmental management conditions and the general willingness to cooperate significant differences, the lack of the regional environment management system in legislative level, the lack of benefits coordination mechanism and other aspects.China's current regional environmental management as the basic characteristics of local management, departmental management and administration can not meet the real needs. To achieve the unity of local interests and the whole region benefit to maximum, ease the conflict of address the rational allocation of regional resources and administrative division, we need to establish the concept of mainstreaming for regional environmental management, establishment of inter-administrative organization for environmental management, improve regional environmental management legislation and integrating use of various environmental management tools to achieve mainstreaming of regional environmental management model.Take Changzhutan region for an example, since approved as "society" experimental zone for comprehensive reforming, it has been taken a useful exploration in regional environmental management model and made gratifying achievements in the leading organization and the structure of responsibility and functions, the environmental management policy and the regional coordination mechanism of environmental management, but there are many deficiencies. The configuration of Regional environmental management structure and functions is not reasonable, the lack of regional environmental management systems in the legislative level, the lack of cooperation and consultation mechanism for environmental management, low level of public participation, lack of coordination of interest and other issues are the main restricting factors to regional environmental management.To achieve mainstreaming of regional environmental management, Changzhutan region should take the fact of environmental protection and sustainable use of resources into government policy-making framework of economic and social,and into the relevant departments mainstream work, full consider the Xiangjiang River ecosystem integrity, establish a concept of partnership of government, business, and public, and three cities' regional cooperation and win-win relationship in environmental management, improve regional environmental management system, improve the local environmental management policies and the legal system, establish the Local Government Sites, establish the interests coordination mechanisms and public participation mechanisms to promote regional economic integration, ecological integration, the sustainability realization of economic, social and environmental.
