| As the development of industrialization and urbanization, the loss caused by flood becomes more and more seriously to the nation and masses. Being the most important the part of hydraulic engineering works, storage and detention basin could reduce the flood peak, but its loss is enormous. When encountering with flood in the storage and detention basin, how to organize the people and their property to evacuate efficiently and quickly to the safe area is the initial work of the rescue. Consequently, as the non-structure measure, the evacuation is taking an important part for flood control authorities.Based on the evaluation criterion system of 50y return period flood risk in Wenanwa storage and detention basin, the article have laid a foundation for correctly analysising the best route of victim evacuation, efficiently making strategies of disaster prevention and reduction, and providing science decision. The research can be applied into other regions with vast application foreground. The main contents and results are as follows:(1) Characteristic and types of flood disaster chain in Wenanwa storage and detention basin is systematical discussed by disaster system theory and flood disaster cause. Based on disaster chain, flood disaster time course is divided into three periods, while efficiently making strategies of disaster prevention and reduction measures.(2) When encountering serious flood in storage and detention basin, it is a very complicated problem to organize the victims and their property to evacuate efficiently and quickly to the safe area. Therefore, a questionnaire survey was conducted by means of interviewing different people, then the factors and motivation of evacuation was researched qualitatively and quantitatively by using dual correlation analysis, significance T-test, independent-factor analysis and so on.(3) Based on"point-line combination"idea, using Arcgis network analysis and spatial analysis, the paper discussed topology relation of the road network comprehensively. Then Dijkstra static arithmetic was adopted to analize the shortest path. Finally, the road accessibility was analysesed dynamically by using of Road Resistance Function. |
