To improve the capacity of crude oil loading, Tianjin Port crude oil terminal has been transformed the loading system. In this paper, project management theory and system analysis methods are used to analyze of project construction experience, and provide some suggestions in order to strengthen the construction management of these projects.1.crude oil loading system of quantitative management model should be the owners direct management, and is the same with the project management model. The transformation of quantitative crude oil loading system requires adding automatic control device on the basis of the present crude oil loading system, and must strict implement the standards based on operations processes. System transformation planning and design management consider the benefits of the owners and according to the functions and objectives of the reconstruction project and building conditions to make the project and investment are consistent with the owners benefits, relevant laws, regulations and policies provisions to create the conditions for the implementation of the project, and seek to maximize investment returns. The requirement of owners to the design of the system is applicability, reliability and economy.2.the construction program is the core of the construction design, the merits and the weakness of the program will determine the construction site organization and duration.
