The Analysis And Countermeasures About Suburban Living Garbage Collection

Suburban living garbage problem is a typical public management issues, and is associated with the vital interests of the residents, which getting increasingly urgent day by day. With three decades of reform and opening, as China's rapid economic development, rural residents living standards improve dramatically, at the same time rural living garbage increased rapidly, and the components become increasingly complex. The traditional suburban cycle of waste cannot deal with the current situation. A lot of living garbage are causing deteriorating environment in rural areas, seriously affecting the health of the villagers, which becomes a bottleneck of restricted suburban economic and cultural development.The purpose of this paper hopes to draw on existing literature, based on a thorough analysis of the substantial suburban living garbage collection management issues. Over the years, many researchers did a wide range on suburban living garbage disposal. I personally think that part of suburban living garbage collection is the starting point and key factor of the entire waste disposal system. So I depth discussion on this topic, not stop at the problem of garbage collection to manage their own research and analysis, but from the perspective of public management, its intrinsic rationality, the principle feasibility of starting operations to explore the situation of suburban living garbage collection and management development model, aimed at forming a kind of "government guidance, villagers participation, social running" model of development, thus promoting the development and progress of the whole social environment. This article from the perspective of public administration management of suburban garbage collection, based on Tianjin Dongli District Management of suburban living garbage collection, investigated the integrated use of access, statistical analysis, literature research and other research methods.This article is divided into four parts. The first part is briefly described of the research background, objectives, ideas and the major research methods and possible innovations. The second part is began to start with the basic reason which caused suburban living garbage problem, and separately dealt the dislocation of local government functions, social issues and so on, the synergy of the three mechanisms and their respective limitations, market-oriented social problems, social solution and problem-solving Tool selection and other related theories, and overviewed the abroad suburban living garbage collection management. The third part is the theory with empirical analysis, by way of questionnaire of two blocks in Dongli District about the suburban living garbage collection management, and analysis the current situation, point out that the current management of suburban living garbage collection problems, and from the local residents and the local government point of view, examine them in the garbage collection management role. The last part is base on the argumentation of this article, as the domestic and overseas a reference to the advanced experience, proposed the effective comments and suggestions about the local Government suburban living garbage collection management.
