Water environmental pollution accidents in our country occur frequently, and because environmental pollution risk assessment in advance is insufficient and the prevention does not reach the designated level, which cause cross-border water environmental pollution incidents. In order to fully, accurately and truly show the distribution and present condition of the cross-border water environmental pollution accident risk source in cross-border area, and identify the risk level of sudden cross-border water environmental accident risk source, therefore, this paper combines the geographical information space database technology and relational attributive database technology, in the data management system function frame and under the guidance of general design technical route, we established the risk source recognition database in this paper.The function layer of the system bases on the system requirements analysis, and for the premise of the system having the reliability, portability and maintainability, for the requirements of the risk source data management, we designed the system modules.The professional service module with the PSR for the model frame, we established the technology system with 11 index, which is the core of the system. The basic information query module with the center of data processing, realized the user to enter,modify,query,retrieve and statistical compute the data of the 7 database(enterprise basic information database, dangerous chemicals database, social economic database, sensitive receptor database, environmental standard database, hydrogeology database, geographic information database),which is the base of the system. The visualization module depent on the geographic information system, it can represent the risk source recognition results, browse the risk source basic information and maps, which is the output form of the system.The realization layer of the system is based on the songhua river and the main enterprise risk source of the river, design this data management system using the object-entity relational database idea. According to the requirements of the basic data, spatial data and the structure of the system, we use the Oracle as the storage tool of the attributive data.We use the ArcGIS Desktop system to enter the required attributive data to the spatial database ArcCatalog, we completed components expression of the special charts. We exchange the Attribute data and spatial data through the established connection of the ArcSDE. This system realized the auxiliary function based on B/S structure and with the ArcServer as the development tool of the database management system interface. Through the application of the songhua river,in conclusion, the database system of risk source recognition of trans-boundary water pollution accidents can both manage the data and provide objective and timely response data for the risk source identification platform.It's a effective mean to improve data management efficiency, achieve system practicability and promote automation level with attributive database - space database - index model integration designing and developping. In addition, our system can expand into water transfer model, dynamic warning module and decision-making command database, and can be applied to other water environment.
