Guangdong's regional economic development isvery uneven. There is a huge gap in economic development between the Pearl River Delta and theless developed regions (east areas, west areas and northern mountainous areas). In order toaccelerate the industrial upgrading in the Pearl River Delta and narrow the economic disparities ofthe regions of Guangdong Province, the Guangdong government propose the policy of emptingthe cage for the new birds, and open the prelude of the large-scale industrial transfer from thePearl River Delta. As the transfer industries are mainly with labor-intensive and resource-intensiveindustries, they are often pollution-intensive industries. As the industries-undertaking areas, theless developed areas are on the water sources of Guangdong Province and their ecologicalenvironment is fragile. So at the time of the industrial transfer make Guangdong Province obtainan important driving force of economic development, it bring the damage to the waterenvironment.On the basis of the relevant previous research, in order to coordinate the contradiction of"the industrial transfer from the Pearl River Delta and reducing the pressure on the waterpressure ", firstly, this paper describe and sum up the theory, and provide the theoretical guidancefor further research; secondly, describe the status of the industrial transfer, and discusses thereasons for the transfer of industry; thirdly, make the comprehensive overview of GuangdongBasin, and analyze the pressure on the water environment. Forth, discuss the mechanism of "theindustrial transfer effect the water environment", and on the basic of the mechanism to discuss thecombined effects of industrial transfer on the water environment of Guangdong Basin from theaspects of industrial transfer driving force model and industrial transfer park, and the quality ofthese effects reflect in transition methods, the position of undertake, types of pollutingindustries,industrial density changes.Finely, sum up the overall impact of industrial transfer onthe water environment of Guangdong Basin and make recommendations.
