As a water source region, the Chang Lake's constraint condition of environment and water resource is very strict. The clean tap water's vulnerability has decided high selectivity the enters, the withdrawal and the daily behavior management to neighbor area's resident and the industry. Neighbor Region of Chang Lake is ecology sensitive region. The water resources value along the route may appear gradually with Chang lake being chosen as water diversion. Then the pressure and the intensity of latent enters also gradually rises.The risk management in neighbor region of water diversion is to safeguard the Chang Lake's water quality and volume security. The risk guard objects are kinds of risk which may harm to reservoir's water quality in the process of neighbor area's economic development.This thesis based in the Chang Lake, from the consideration of neigbor region's existing and potential risk source, taken the literature search as the foundation, unified the experts'interviews, constructed risk assessment taking water resources talent and position as core factors. Then proposed the research supposition, and established the analysis model.Through general survey's way of the risk, this paper unifies Delphi method to gather 661 valid samples. This study used explorer analysis, regression analysis and multiple logistic to analysis the relationship between factors and level of risk and then discusses various factors'function on risk and the risk promote. The findings indicated that pollution made from industry, agriculture and living. The environment consciousness'style of latent clients and the environment type of latent enterprises are the most important factors for latent venture. But some key points like river mouth, boundary and the distance of Reservoir reflected in the general survey process was unable through the quantitative model significance examination. Although the quantitative model is unable to reflect their functions, but the risk management in water source neighbor region of the Chang Lake requests screens their characteristics, and then provide corresponding risk management measures. Finally, this research proposes the risk management measures. First, to establish first-level protection wetland isolation strip to protect water source, second, to supply corresponding control focus on the existing and potential risk, withdraw implements.
