Han River is the longest tributary of the Yangtze River, which is also the most main tap water source area of Xiangfan City in Hubei Province.With the rapid development of economic, accelerating markedly of urbanization and industrialization, the self-purification capacity of the Han River has dropped rapidly in recent years. The water resources have been seriously damaged, and the water pollution has caused tremendous threat on the coastal ecological environment and the resident's life. Therefore, the research of GIS-based Environmental Capacity Management System of Xiangfan section of Han River in has a very important theoretical and practical value.This system based on the GIS technology, database technology and Microsoft.NET Framework platforms, ArcObjects, Microsoft SQL Server 2000 and Microsoft Visual Basic.NET are used in re-development and programming for researching the GIS-based Environmental Capacity Management System of Xiangfan section of Han River.Taking Xiangfan section of Han River as an example in this paper, system model was constructed by using unified modeling language(UML), which based on a lot of research and analysis to the needs of users.Environmental quality and geographic information of Xiangfan section of Han River the was combinated in this system, and water environmental capacity model was integrated into it, which achieved system control, data query, database management, environmental capacity and management, environmental geographic information systems and reporting statistics and printouts, and other major functions.Using GIS technology and database technology, the system combined environmental information and spatial information with each other to achieve the data visualization of traditional environmental information which can display all kinds of environmental statistical data quickly and intuitively on the map, that improved the efficiency and quality of work, providing effective technical support for the relevant departments and management of environmental capacity.
