With the continuous development of human civilization and the progress of the industrial economy, energy and the environment problem have become the focus of world. Among them, the shortage of conventional petroleum is not only a threat to people's normal working life, also to our national natural operation of economy. The automotive industry is booming with the development of modern industry. But with the increase in car ownership, the needs of the traditional oil was growing. Today, cars accounted for one third of China's oil consumption overall and the contribution to greenhouse gases exceeded more than 40%. Therefore, auto industry has become the important factor of energy and environmental issues.The previous research of auto technique, mainly carried out around the technical point of view, the research focusing on costs and economic is little. This paper based on technical economics and environmental economics, gave the evaluations of new energy-saving technologies for car. At last the producers, consumers and society cost were studied and judged with an economics analysis.The results show that the relationship between cost curve and vehicle emissions is significant. To get the same CO2 emission reductions, the cost of large cars, midsize and small cars increases in turn. The reduction potential of CO2 emissions increases with the volume of car, which means the large car is easier to achieve a higher reduction targets. Without considering the context of policy guidance, set 120g/km for the emission reduction targets, the absorption effect of consumers is obvious for manufacturers, especially in some small cars and large trucks which can reach 50%. Policy guidance in the context of considering the four goals the combination of form and implementation methods, the percentage of the target concept with a collection depot combination of the lowest cost, highest value target and a fixed combination of the84.5% limits of different methods on emission reduction policy significant cost implications. Current fuel price is 7.85 Yuan, if the fuel price continues to rise, increasing the cost of emission reduction the absorption effect is obvious, and promote resistance to decrease rapidly.
