Study On The Environmental Effect Of Shandong Peninsula Industry Migration

Since the central government decided to construct Blue Economic Region in Shandong in 2009, the province has started a new round of industrial structural readjustment and upgrading, with the aim of coping with the blue economy development situation. One of the main approach in this strategy is regional industry migration. During this stage, the local government realized it is of strategic and realistic importance to achieve Double Win of structural upgrading and environmental protection, as well as promote the scientific development of regional economy. In this article, the author started from the result of a survey, assessed the present state of industry migration. Based on analysis of the impetus, scale as well as the style of enterprise migrations, the industrial structure evolution derived from enterprise migration was discussed in detail. Then, based on the economic structural evolution, the author carried on a positive analysis on regional industry migration's environmental effect, interpreted the relationship between economic growth and environmental protection. According to the above research, it is confirmed the industry migration in Shandong has reached a certain level, while the main force is cost factors, among which environmental cost played important proportion. Outbound industries are mainly labor and resource-intensive industries, while inbound industries are mainly low pollution, pollution free or capital- intensive industries. With the industry migration, significant environmental effect occurred, such as changes of emission of industrial waste gas, waste water and solid waste, as well as changes of pollution's geographic distribution. Generally, the relationship between economic growth and environmental pollution in Shandong Peninsula is among the decline area of Environmental Kuznets Curve. Although investment in environment protection had positive effect, its efficiency still need to be optimized. Finally, the author made several recommendations on how to utilize the governmental macro guidance, achieve harmonious development of industry migration, economic growth and environmental protection, promote the construction of blue economy region.
