Social-ecological systems are the complex adaptive systems, which are unpredictable, self-organization, non-linear, diversity and multiple regimes. In social-ecological systems, human systems are not nested in the nature systems mechanically, while environment systems are not combined with social systems easily. This association is complicated and the different outcome can be got. Adaptive cycle is a heuristic model, and is helpful to understand social-ecological systems of dynamic mechanisms. Resilience, adaptability and transformation are social-ecological systems of three attributes. Nature resources management is not just ecological issue or social ones, but multiple and interconnected factors are mattered. Social-ecological systems are impacted by multiple scales and components, including cultural, economic, technical, and ecological and so on. The perspective, human-nature is core, namely, the combination of nature and humans. Resilience assessment provides a noble angle and thinking model, but practical pattern. Throughout ten years theory and practices, the dynamic systems have been understood further under social-ecological systems framework, that is, central to resilience thinking can require sustainable development, namely, win to win.The general goal is that the indirect social factors underlying the method of ecosystems based marine environment management are abstracted. Social-ecological systems based marine resources management is proposed directly.For this aim, the following are researched:1) the theory of social-ecological systems conceptual framework;2) resilience assessment under social-ecological systems;3)the proposition of the method, social-ecological systems based marine resources management;4) case study-the application for this approach.This research shows that fishery resources systems of healthy operation are on the basis the continuous production and good condition. The marine systems characteristics and the complicated operations decide that ecological aspects and social ones are considered simultaneously.
