With the development of the conflict between the population, resources, environment and urbanization, the concept of"eco city"becomes the main trend of the future development of the cities and it has been focused by many cities throughout the world. Different countries had researched and practiced the eco city based on their own condition and gained fruitful experiences which valuable to China. Now China had already conducted the practice of constructing the eco city and made achievements. The legal construction would be very important to guide the development of eco city.Guiyang had set up the environment protection court in the process of eco city construction which is the first one of the world. At the meantime, Guiyang had set up the Eco Cultivation Index System and relevant objection performance evaluation system and eco compensation system. Many documents and legal rules relate to the construction of eco city had been promulgated in the last 2 years. Especially the Regulations of Promoting Eco Cultivation Construction in Guiyang is the first local legislation document on the eco cultivation, it is very important.The research methods of thesis include the combination of normative analysis and empirical analysis, comparative analysis and deductive analysis, case analysis and inductive analysis, etc. The author will discuss the necessity of the legal protection in the eco city construction first. Secondly the author will analyze the experiences and lessons of the foreign and Chinese cities on the construction of eco city. The focal point of the thesis is the analysis of the legal protection practice on the construction of eco city in Guiyang, find its innovations. At last, the author will make suggestions on the macro perspective of the nation and micro perspective of the locality. The analysis is based on the theory and practice. The author wish the thesis would benefit the Chinese construction of eco city.
