After the developed country industrialization goes into the heavy industry development time, each kind of contaminant enters into the marine environment increased gradually.?Especially after the Cold War, following the world power nuclear facility's development, nuclear waste becomes a sensitive and lasting consequence. The arctic is regarded as a"Pure land"which is far from noises and keep purity and holiness. The nonbinding and slack management of radioactive contamination has already made adverse effect to the politics, economy, and technology in many international and regional around the world. This kind of influence assume gradually multiplex and complicate characteristic. The arctic nuclear contamination evolves locality environmental problem into environmental disaster which need our world faces together. The arctic nuclear contamination has quickened marine environment worsening and even threatened to human health.Because the management of arctic radioactive contamination is limited by a lack of access to original source data, the scientific research is still at the beginning stage. The management of arctic radioactive contamination will be facing a severe challenge, regardless in technical or geography, local or regional politics. Therefore, in technology, various countries must strengthen collect information about arctic radioactive contamination and ensure the veracity and openness of information.Meanwhile, in system, the International Organization should also play the coordinated role, formulate the corresponding mechanism of monitor and performance, urge various countries to reduce the using of nuclear weapon in the military field, achieve the nuclear power security in the civil field, make sure the measure to the management of arctic nuclear contamination carried out in the practice."London Convention"and"Murmansk Initiation"play an important role in the process of the management of arctic nuclear contamination. As the arctic benefit struggles was at a"white heat", however, on the institutional level, the arctic nuclear contamination lacks"force of constraint"and"execute power", and shows a certain of"hysteresis quality".Therefore, in the process of management appears management is"out of order"and institution turns up"blankness". In view of these flaws and insufficiency, it is necessary to supplement and improve laws and regulations concerning the arctic nuclear contamination in order to adapt to the present complex situation of the arctic benefit struggles. As the superpower in the world, the U.S. and Russia are also the most abundant countries in economy, politics and military in the eight countries around the arctic. They are playing an increasingly important part in the management of arctic nuclear contamination. But in the different questions of interest, they insisted in different standpoints and various implementation policies. This is the biggest barrier in the management of arctic nuclear contamination. At the same time, this barrier has also indicated the direction which the both countries need to break through and develop in a future time.In recent years, the voice of sustainable development is getting higher and higher. In view of the arctic radioactive contamination question which worsens unceasingly, the world major nuclear power and many kinds of International Arctic Environment Protection Organizations participate in the elaboration of common policies and laws positively. They constantly enhance the understanding of Arctic Environmental Security Concept and deepen the consciousness of arctic environmental protection. But, because the Arctic Regions is very important to globe environment and the International Strategic Pattern, the management of arctic radioactive contamination is facing a quite big difficulty, the relationship between the cooperation of arctic environmental protection and the arctic countries fight for rights of arctic is an irreconcilable conflict. How to coordinate the relationship of various countries arctic's interests and environmental protection is very vital for arctic ecological environment and the global environment security.
