Cost Control In Wastewater Treatment Projects Of Group BJ

Since Eleventh Five-Year Plan period, the water pollution control has received wide attention in our country. Water conservation, wastewater deep treatment and reuse, and the implementation of different water price, have create a favorable external conditions for the rapid and smoothly development of sewage treatment projects. However, pursuiting the economic benefit is the purpose of enterprises, and sewage treatment projects need high investment and receive small economic benefits (notable social benefit, however). If the cost of sewage treatment projects can be further controled, it will undoubtedly increase the attractiveness and feasibility of them. During the 12th Five-Year period, China will further increase efforts of the water pollution control, effluent standards water quality standards of rivers will be further improved. Enterprises will improve the existing sewage treatment facilities, or build new ones to suit new requirements and standards. Sewage treatment projects will have a brighter future.At present, small and medium sewage treatment projects account for more than 80% of the total sewage treatment projects in China. They have the superiority of low investment, high effect, short construction time and good development prospect. (Small and medium sewage treatment projects are those have capacity of 10 million m3/d. Their mainly processes are activated sludge process, A/O method, A2/O method, oxidation ditch and SBR method.) In this paper, the cost control of the 12,000 m3/d sewage treatment project of Group BJ was used as the example.Methods and experience of the stage construction cost control in sewage treatment projects were summarized, which offered references for other similar reference. Project cost management is an important part of project management. There are such a lot of research and literatures. But they take little effort in research and analysis of the project cost control. In this paper, the cost control of the project cost management was used as the main study object. By means of finding problems in the cost control of sewage treatment projects and analyzing the causes, main factors for project cost of sewage treatment were confirmed. Then methods of cost control for small and medium sewage treatment projects were proposed. The study is interlocking and logical, and will offer a range of help to promote the development of small and medium sized sewage treatment projects in a certain period.
