According to China's coal mine accident statistics we can see, During the period 2001-2008 national coal mining enterprises occurred 24584 casualties, the death toll as high as 42385 people. Multi-Coal Mine Accidents, multi-Coal Mine Accidents caused the deaths per million tons of colliery always above 1 person/Mt, Coal mine major disasters, accidents are very serious, losses are extremely heavy. Electrical system is an important component of coal mine production systems, Electrical accidents can easily become a big incentive of coal mine fatal gas explosion accident, dust explosion accident and fire.According to statistics,40% to 45% of the gas explosion accidents are directly or indirectly caused by mechanical electrical accidents, Moreover Coal Mine Electrical Accidents which leading to high mortality rates also fully illustrates the serious harm of mechanical and electrical accident. Modern safety management theory, Although accident occurrence has its mutation and chance. But the accident can predictable, prevention and control. Prevention first is the basic principles of modern safety management.Hidden dangers are fundamental factors of accidents, prevention need to begin with the hidden danger which triggered accident. Investigation to establish an effective mechanism for mechanical and electrical risks. Pairs of measures eliminate external factors of arising hidden dangers simultaneously, Elimination the intrinsic motivation which Leading the hidden danger transformation to the accident.This paper discusses the related theories and methods of causes and identification of hidden danger, Offered to develop the coal mine Electrical Safety Management Information System with combination the characteristics of coal mine. On the basis of Analysing the emergence of complex and nonlinear characteristics of coal mine electro-mechanical systems. Established a coal mine electrical and mechanical safety fuzzy comprehensive evaluation model by application of fuzzy comprehensive evaluation theory characteristics of electro-mechanical systems. Analysis electrical accidents forecast information data elements, Find electrical accidents elements and combination of elements be of grey characteristics.Thesis utilize Improved gray correlation function of cluster analysis model to forecast electrical accident. Using MIS theory and programming language VB 6.0 and database Access 2003, the architecture of this system took advantage of the two librarys structure based on database library and model library develop the coal mine electrical security management information system. Database to store data, model library storage model, indicators and calculations into the database. Master control module and called model library and database combined man-machine dialogue interface for data analysis and processing.Establishs the Coal Mine Safety Evaluation Model by Fuzzy Mathematics and substitutes into the relevant examples to verify. An example to demonstrate that system can make the right objective evaluation and analysis on the security situation spot and provide analytical support information for security decisions.In addition using of related theories and programming language VB 6.0 and database Access 2003 develop the Coal Mine Electrical and risk management information system, provides a management tool for the prevention of future Electrical and Mechanical Services accidents. Put the prediction, evaluation, decision-making system model into a mathematical model of the computer model library, Substituted into the relevant examples to verify. An example demonstrate that system can make an objective assessment and right analysis and analysis of the safety management decision-making support information.
