A Study Of The Problems And Countermeasures In Early Warning Of Nature Disasters

Nature Disasters is still preventable even if it is with unexpectedness. The loss of disaster relief after disaster happened is much larger than preventions before happening. The gravity centre of Emergence management is transferring from emergence after event into early warning before event. It is the work key point to enhance to build emergence management early warning mechanism on serious nature disasters. This article chooses several counties and cities of Hunan province as respondents, with the methods of questionnaire survey, on-the-spot visit and data statistics for research, in order that the selected topic to be more realistic direction and practice instruction. Taking the early warning work of the several counties and cities of Hunan Province for example, this article mainly probe into the building current situation of coping nature disasters'early warning mechanism, deep analysis the probes existed when coping serious nature disaster's early warning, and put forward some applicable and feasible countermeasures and suggestions aimed at these problems.The whole article includes four parts. The first chapter is introduction, it mainly introduces the selected topic background and selected topic significance, and then briefly reviews and comments on the related research achievements at home and abroad, then brief states research thinking and research methods for this article. The second chapter is"basic connotation of early warning and its special function when coping serious nature disasters". This part mainly analyzes the connotation of early warning, elements of early warning, support system of early warning and its special function when coping serious nature disasters. The third chapter is"Effects and cause problem analysis of early warning work for serious nature disasters". This part investigated based on several counties and cities'survey situations of Hunan Province to analysis the current situation of early warning and points out the problems and their causes. The fourth part is"to enhance the countermeasure for coping serious nature disasters". The writer puts forward some applicable and feasible countermeasures and suggestions aimed at these salient problems to perfect Local government's early warning mechanism when coping serious nature disasters.
