Henan Environmental Quality Assessment System Construction

Environmental quality assessment is a part of environmental protection task, is a necessary scientific method the government adopt for enhancing the environment quality. In the 30 years of reform and opening up, Chinese economy developed very quickly, the historic leap from food and clothing to well-off was achieved, and a miracle which attracter worldwide attention was created. But, at the same time, the government also paid a high price for the ecological environment, and the people's voice for the coordinated development among economic, social and environment rising. The environment protection was seen as an important staring point for the fast economic development and also the higher demands for building a moderately prosperous society in the seventeenth lot of the party. The "building a resource-saving and environment friendly society" was written to <the Chinese Communist Party Constitution (Amendment)>,the "building an ecological civilization" marks the environmental protection as a basic national policy going to the social life and national economic, a rare historical opportunity for the Chinese environmental protection coming.Currently, the environmental quality assessment system hasn't formed a scientific, rational, comprehensive improvement and easily operating system. There are still some problems for the existing examination system. Firstly, the standards of environmental quality evaluation are not uniform, secondly the evaluation index is single, thirdly the content is not complete and fourthly, the convergence of communication before and after assessment, feedback, rewards and punishment is poor, it lacks a theoretical system support. Therefore, it has some theoretical and practical significance for promoting environmental protection and coordinately development between environment and social to study the environmental quality evaluation system deeply.Beginning with the Concept and significance of environment quality evaluation, this paper analyses the condition and problem of environment quality evaluation in the whole country including Henan province. Based on this, the advice for the construction of the environment quality evaluation system in Henan province was given. This paper can be divided into the following four parts.The first part is introduction theory. In this part, the significance of selection of this subject and the mainly study methods in this paper are describedIn the second part, the concept of environment quality evaluation system is introduced. Then the status and attainment of environment quality evaluation status in China are described.In the third part, the status and problems of the current environment quality evaluation system in Henan province are described.In the fourth part, the guiding ideology and principle for the construction of environmental quality evaluation system is proposed. And the reason, design of index and content for environmental quality evaluation system construction in Henan province are listed. Based on this, the rule protection for completing this system is proposed. And the policy advices and future development of environmental quality evaluation system in Henan province are given.At present, attention is paid to the environmental quality evaluation system by the people in the country, including the national environmental protection department. In this condition, the construction of environmental quality evaluation system in Henan province will show important significance and effect in promoting the development of environmental protection, and improving the environmental quality. It will strengthen the supervision of the environment, supervise and ensure the environmental sustainability development, and satisfy the desires of scientific development.
