In the contemporary international affairs, the Non-governmental Organizations (NGOs) are playing a more and more important role. The energy they released by persuading, providing scientific information urge governments to reconsider these organizations.In China, the research about NGOs is mainly based at instrumentalism but not enough in theoretical profoundity. The Transnational Advocacy Networks (TANs) posed by American scholars MagaretĀ·EĀ·Keck and Kathryn Sikkink exceed research purely based at instrumentalism and provide a new point of view for us to understand the NGOs'operation in the contemporary world. This paper will take contents cencerning TANs as the mode of anlysis and the establishment of the mode of"world park"for Antarctic as the case to look into the relations between Environmental Advocacy Networks.
