The sea has been a strategic position in the coastal states, with the improvement of marine exploration technology and the enhancement of people's marine consciousness. Consequently, marine economy is of more and more significance to the national economy. In recent years, the marine economy development has been raised to a strategic height,with the promulgation and implemention of the marine economic policy in the main coastal states. As a traditional marine country, marine economy is the important part of the national economy.In recent years, the marine economy develops at a high-speed, with the raised of"marine power"and promulgation and implemention of a series of marine economic policies. And the marine economy system has a dynamic evolution. At present, some problems need to be solved: how can they interact with each other in the marine economy system? How the interaction between industries affect the evolution of the marine economy system?Marine economy is researched based on the evolution theory. The dynamic of competition and collaboration relationship is stimulated using evolution game theory, with the marine industry as individuals. On that basis, take the Marine aquaculture and industry for an example, this paper studies the dynamic process of competition and collaboration relationship between marine industries and the related industry.The main conclusions of this paper are as follows:(ⅰ)The evolution path in marine economy system changes, as parameters change. The higherα(after join the industry group of marine industry, limited by the laws and regulations, activities, space and other constraints, and the industry can not display their ability freely, the loss rate isα)prompts the industry in favor of the"independent"strategy. And the higherλ(the losses arising from conflicts when the industry select the"independent"strategy),β(the relevance between the industry and the relevant industry group)and L(the development level of the industry group) prompt the industry in favor of the"combination"strategy.(ⅱ)The benefit and cost should be considered when the industry make decisions. The results show that different types of earnings - cost combination result in different evolutionary path of the industry competition-collaboration relationship. And the levels of the benefit and cost are influenced by policy environment, science and technology development level, industrial correlation degree, natural resources factors and so on. If the benefit is geater than cost, the"combination"development strategy is more likely to be choosen. And then the marine economy system evolve along the"combination path". If the benefit is lower than cost, the"independent"development strategy is more likely to be choosen. And then the marine economy system evolve along the"independent path".(ⅲ) Empirical study results prove that, the development of marine aquaculture has been restricted by the industry currently in waihai city. It is because that the wastewater discharged by industrial is harmful to marine aquaculture, leading to the development of the marine aquaculture slows down. At the same time, along with the further development of the industry, marine aquaculture will shrink further more.Previous studies of the evolution of the marine economic system are confined to the historical statement. Differently, with the industry has been selected as a meso-foundation,this problem has been researched using the combination of theoretical and empirical method under the framework of evolutionary economics theory. Limited by individual ability, technical factors are not introduced in this paper.At the same time, Limited by the range of years, the empirical results can not reflect the long-time trends of the marine economic system.
