| With economic development, population growth and the acceleration of urbanization, the demand for land is increasing rapidly. Reclamation has become an effective measure to release the contradiction of land supply and demand, and to expand the social survival and development space in costal areas. The reclamation is the comman name of the human activity about the enclosed-sea and fill-sea.The enclosed-sea is "the behavior of the buiding the man-made strutures at sea to enclse th part-sea,and damage the Natural property of sea heavy",the fill-sea is the behavior of covering the original sea whit the solids and change the natural property of the sea totally", In the current stage of economic development,,reclamation reslves the contradictions of the Land-supply and demand at Coastal to some extent,expand the space of the social survial and development,while the reclamation promotes the economic of the coastal,aslo bring area reduction of the coastal wetlands, destruction of the mangroves and coral reefs, reduced self-purification capacity of the Gulf, port channel siltation, Beach degradation, Coastal erosion, damage to the coastal landscape, Reduction of marine fishery resources, decrease in biodiversity and a series of negative effects.The paper refer the outer sandbank of the radiation sand ridges that is the hotspot of the reclamation of jiangsu the study area,and on the basis of the research of the existing even beach land reclamation scale.,then use the mathematical model of the tide to research the tide change of Tiaozini,Gaoni,Dongsha that the different reclamation,focus on the influence of the "Watercourse-sand " system stability,then select the appropriate reclamation scale of the outer sandbank.First the paper buides the mathematical model of the tide that meet the research requirement.according to the topographical features of outer sandbank,proposes the 4 reclamation projections that the front line of border dike was respectively at the 2 meter isobath level of Tiaozi ni,2 meter isobath level of Tiaozi ni and Gaoni,2 meter isobath level of Tiaozi ni and Gaoni and Dongsha, lowest sea level of the Tiaozini and Gaoni and Dongsha.And using the way of the mathematic mode to analysis the impact of the different reclamation projections to the near-sea.The result shows that reclamation reduced the inflows water to the channel, and weakened the tidal dynamics in certain range, resulting in the changes of adjacent channels'flow ratio and the swing of the channels. The weakening of the tidal dynamics made a reduction in the flow capacity of carrying sand and caused channel siltation. Comparative analysis of different options shows that In the context of the "Watercourse-sand " system stability,the 2 meter isobath level of Tiaozi ni and Gaoni and Dongsha is suitable.The paper offered a beneficial attempt in methods to determine the reclamation scale. The suitable scale that this paper determined can provide a reference for the development of Jiangsu tidal flat resources.
