The paper mainly make a analysis of the property and ownership of the Rural Credit Cooperatives, and seek the ways to improve the governance, management mechanisms. The first focus is the legal property and ownership, the second focus is the economic legal property and ownership. And, the author believe that everyone omitted two important questions that are the roles of the Community Party and the government. The author also believe that only if the two important questions were solved, is there the possibility of the ways to improve the governance, management mechanisms.
