Industrial cluster is a new effective model of regional economic development. The even larger gap between east and west, the even greater agglomeration of capital and other factors in the east and the economic condition in the west make developing industrial cluster a reasonable choice for the west. Moreover, industrial clusters are very flexible and adaptive, thus very suitable for western areas. Since the importance and feasibility are verified, the rest problem is how to do. Therefore, the main purpose of this paper is to explore how to cultivate new clusters and how to support the sustainable development of existing clusters in the west.This paper firstly clarifies some misunderstandings about industrial cluster and industrial cluster strategy. Then chooses the proper models for the west to cultivate and develop clusters according to its status quo. As cultivating a new cluster is different from supporting an existing cluster's growth, this paper respectively discusses the essential factors that induce new clusters and the problems confronted by existing clusters, and proposes many feasible measures correspondingly.As research on industrial cluster is still immature in China at present, it is difficult to get relative and reliable statistics and index. Thus, this study mainly employs qualitative analysis method. As to the cultivation of new clusters, through analyzing key factors that induce industrialclusters and the advantages and disadvantages of western areas, the paper suggests that western areas take effort in cultivating entrepreneurs, developing clusters with distinct features, transforming traditional industries by high technologies and etc. As to the sustainable development of existing clusters, through analyzing the paradoxes and general problems faced by clusters worldwide and the specific and particular problems confronted by clusters in the west, the paper proposes that western areas reinforce social capital, enhance enterprises' R&D capability and adopt upgrading strategy and etc.The significance of this paper embodies in three aspects. Firstly, it indicates that cultivating new clusters in the west is different from supporting existing clusters' development. Therefore, western areas should take different strategies. Secondly, it advances a new framework to analyze the key factors that induce industrial clusters, and especially emphasizes the significant and indispensable role of entrepreneurs. Thirdly, it puts forward many feasible measures to cultivate new clusters and support existing clusters' sustainable development in the west, which will provide important clues to accelerating western areas' economic development.
