Much area has got very big breakthroughs in terms of theory and on practice. In a lot of place, the county territory economy has got very big development.The county territory economy takes county administrative area as its geographic space and county administrative as its controlling body. It is market-oriented and optimizes the allocation of the resources and a kind of regional economy with regional characteristics and complete function. The county territory economy takes the socialist market economy indispensable constituent, and has been more and more important in the region economy and even the national economy foundation status and the main body function. Does not have the county territory economy the modernization, is impossible to have our country national economy national economy the modernization. So, how to fully utilize a local's advantage to develop the local county territory economy is very important. Especially to the extensive territory of nationality, how to develop the local county territory economy and eliminate the local poverty quickly,this problem is worthy for us to be in progress investigating and studying. It is favorable for us to study the county territory economy because we can understand these conditions of the county territory economy find out some laws of the county territory economy and put forward some advices of further accelerating the county territory economy.The thesis focuses on the county territory economy of Jingning She Ethnic Autonomous County in the south of Zhejiang Province, under the economic unification of Yangtze River Delta. Since the government of Zhejiang Province put forward that Zhejiang should attempt to connect itself with Shanghai-centered Yangtze River Delta, the whole Zhejiang Province has actively participated in the cooperation and exchanges in the Yangtze River Delta in recent years. How develops the Jingning County territory economy, how chooses the suitable county territory economy development pattern and the policy, becomes difficult problem which urgently awaits to be solved.In this thesis, I use relevant theories of Ethnic Economics, regional economics, development economics and industrial economics and adopt research methods of normative analysis, positive analysis, comparison analysis and the evolvement law of industrial structure to study the Jingning County territory economy systematically. The thesis analyses the opportunities of the Jingning County territory economic development from international and domestic situation. On the other hand, the thesisalso analyses the problems in the process of Jingning County territory economic development such as the industrial structure is unreasonable, not enough essential productive factors, low urbanization level and lagging urbanization course and so on.The thesis uses the SWOT analysis and on the basis of it, from the urban aggregation point of view, this thesis positions the industrial structure of Jingning She Ethnic Autonomous County and shows the direction and target of industrial structure optimization. In the thesis's opinion, Jingning She Ethnic Autonomous County ought to become She Zu culture and ecotourism area of Eastern China, and cultivate green industries with ecological dominance and minority characteristic. According to the selective principles of national autonomous area, Jingning She Ethnic Autonomous County should adopt development strategy includes optimization of its industrial structure, gives priority to developing priority area and so on. Lastly, some countermeasure and advices of boosting the Jingning County territory economy developing are given. The countermeasures include adjustment and upgrading of industrial structure in Jingning, resolving element restricts, driving foreign trade to develop, optimization of the economy spatial distribution, building a new socialist countryside, optimization of the economic growth environment, making overall planning for urban and rural economic and social development and so on. The purpose of this thesis isto provide a little academic and practical instruction about promoting the Jingning County territory economic growth and accelerating the local social progress.
