"Agriculture for the political,food is the people days",China is a traditional agricultural power,since ancient times will be the root of food production as the country.Since the founding of new China,especially since the reform and opening up,China's agricultural development and rural construction has made great achievements.But with the acceleration of economic globalization,Western agricultural developed countries,a large number of low-cost high-quality agricultural products into the Chinese market,and China's agriculture has caused a huge impact.The problem of structural imbalances in agriculture has become increasingly prominent.The grim situation has forced Chinese agriculture to upgrade and upgrade.In this context,China's central rural work conference in 2015 will be "agricultural supply side of the structural reform" into the public eye,in 2016,the Ministry of Agriculture to increase the supply of green high-quality agricultural products in a prominent position,to improve the agricultural supply system Quality and efficiency as the main direction,to promote the farmers to increase income as the core objectives,from the production side,supply side to start,innovation and institutional mechanisms to adjust the elements of optimization of agriculture,products,technology,industry,regional,Higher level to achieve a new balance.In the past two years,the CPC Central Committee has repeatedly promoted the structural reform of the agriculture side and supported a series of policy measures to ensure the smooth progress of the reform.In the policy support,agricultural and rural areas ushered in an unprecedented strategic development opportunities.Under the situation of rapid economic development in China,the contradiction between the development of ethnic minority areas,especially ethnic minority rural areas,lagging behind the development of the Han nationality has long existed.Ethnic minority people are eager to further improve the material and cultural living conditions,to achieve economic and social development and the Han regional synchronization,and thus more enjoy the fruits of reform and development.Agricultural supply side of the structural reform of the introduction of a series of policies for the construction and development of ethnic minority areas pointed out the direction,providing development opportunities and conditions.Based on the theory and policy of supply side structure,this paper discusses the theory and development model of modern agriculture.On the basis of extensive collection of data,this paper discusses how to grasp the policy opportunity,effectively utilize the resource condition and change the regional disadvantage as the modern agricultural development advantage.In order to improve the answer to the problem,this paper chooses a multi-ethnic area where the development is more lagging in northern Guangxi-Longsheng ethnic autonomous county as an example.Through qualitative and quantitative analysis of a combination of detailed analysis of the county's resource conditions,development advantages,there are problems.And analyzes the policy impact of the county on land transfer,agricultural structure adjustment and agricultural infrastructure construction in combination with the structural reform policy of agricultural supply side.Finally,on the basis of fully analyzing the influence of the structural reform policy on the agricultural supply side,six agricultural development models and eight safeguard measures are put forward according to the agricultural development situation and the modern agriculture theory of the Longsheng ethnic autonomous counties.Among them,the six agricultural development models include:industry-driven model,farmer professional cooperative model,agricultural and tourism model,agricultural science and technology demonstration park drive mode,"Internet + production base"mode and "production base + central kitchen + restaurant store" mode.The eight safeguard measures are:to improve the quality of farmers,to speed up the construction of agricultural science and technology,for modern agricultural construction funds to promote the "Internet +" development,improve rural infrastructure construction,the development of agricultural products processing industry,combined with rural tourism construction of national culture,agricultural standardization Construction of these eight safeguards.It is of some reference value to study how to change the mode of development and realize the promotion of agriculture from quantity to quality under the condition of structural reform policy of agricultural supply side in minority areas.
