Strategic trade policy came into being under the new circumstances of the international trade, and it is a trade policy to condition and alter a strategic relationship between oligopolies based on imperfect competition and increasing returns to scale. Strategic trade policy can take different measures under different market structures, such as trade protection measures and industry measures. And these measures are used to transfer the rent of foreign oligopolies to native so as to improve native welfare or to get external economics to back up native industries and to enforce the competition of native oligopolies. Strategic trade policy was mentioned initially in a series of papers of J.A. Brander and B.J. Spencer in the early eighties of the 20th century, but it actually had been successfully used in the developed countries from the middle of the 20th century in the industrial field of electrical appliance, automobile, airplane, semiconductor, and etc.This thesis divides into six parts. Chapter one is an introduction. Chapter two introduces amply the system info of the strategic policy, including protectionism, new trade theory, information economics and industrial organization. Chapter three inquires into the interest groups'influence on constituting the strategic trade policy and the applicability that the strategic trade policy used in China according to Chinese interest groups. Then this chapter defines the objective industry of the strategic trade policy. Chapter four investigates the practical effect of the strategic trade policy in the theoretical and the practical way. Chapter five aims at Chinese current circumstances, and gets the conclusion that China necessarily and imperatively needs to adopt the strategic trade policy from the empirical and the logistic analysis, chooses the strategic industries and especially studies the automotive industry of our country. Chapter six gives a summing-up and makes some suggestions on China taking the strategic trade policy.
