China now is in a period of society transforming, when the social conflict is easy to become acute, and it's easy to bring varial kinds of social crises. Besides, China is a country traditionally full of nature crises. Meanwhile globalization highly raises the possibility of turing partial events into large scale crises. Public crisis management is becoming a national focus, and China has already considered public crisis management ability as a factor to measure government's managing ability. The governmental image decides the government's authority; it also decides the government's efficiency and the whole social's stabilization. It is a key factor to government reigning. In pulic crises, the rallying point and the authority bringed by the governmental image is very important to manage the public crises successfully; on the other side, public crisis managememt is important to construct the governmetal image, too. According to these, I advanced the study objective. This study is very useful for the improvement of governmental image, governmental public managing ability and the governmental crisis public relations sense.Based on the public relations target system, this paper makes a strcure of the evaluation system of governmental image: based on the governmental detailed behaviors and the sense of outer public, to evaluate it from three dimensions of imformation openness degree, good reputation degree and harmony degree. In this structure, the paper establishes the indication system In order to get the data for model proving, I make a question sheet investigation. After large scale investigation, the paper test the sample's scale, representative and the reliability to make sure the data is useful. High order factor proving analyse is used to test the model. The paper divides the model into three partial models of imformation openness degree model, good reputation degree model and harmony degree model, and an integrated model. Through the test, the paper establises the evaluation system and makes some comment on it. At last, the paper makes a simple conclusion and advances its thinking about the future.
