It has focused and recognized that the continual and fast innovation,opening and development of Chinese economy in the world through the past two decades and more. But there are many problems in the course of economic development. Energy issue has become a bottleneck in the Chinese economic development particularly. Dependency of Chinese oil import has increasing continuously. In 2005, China produced oil 0.18 billion tonnes and consumed oil 0.33 billion tonnes , Dependency of Chinese oil import reached 45%. Chinese oil import will reach 0.25 billion tones in 2020. The amount of oil import will achieve about 80% occupying the amount of consumption for China in 2030. Chinese petroleum security becomes a very crucial issue. In 2005, Russia produced oil about 0.47 billion tonnes and consumed oil about 0.13 billion tonnes, so Russia needs export large lumbers of oil.There's a closer geostrategic relation and there exists a strong oil complementarily between China and Russia. Oil cooperation means important significance for Russia and China.China and Russia advanced some large projects since 1996 in that China and Russia signed《The Agreement of Energy Corporation In Governmental》The prospect of Sino-Russian Oil cooperation is brilliant, analyzing the academic base from Marxist Work Division Theory and Deng Ning's International Production Compromise Theory and the favorable political base from both energy strategies and policies, although many questions exist on Sino-Russian oil cooperation that some project met with obstruction or stop and occurring instability and risk.This paper offered the Chinese strategy on Sino-Russian oil cooperation, Believes Sino-Russian oil cooperation will become better,faster,farther.
