Study Of Enterprise Intellectual Property Management Level Evaluation System

In the era of knowledge economy, enterprises gradually divert their concern from tangible assets to intangible assets. Intellectual property increasingly shows its irreplaceable importance and vigorous vitality to the world. The recently emerged concept of modern enterprise intellectual property management is the expansion and extension to conventional intellectual property protection conception. It impels intellectual property to go beyond the scope of protection, to release the energy of economical interest, and to become the strategic asset for enterprise development. The final target is to realize the effective planning, management and operation of intellectual property, accordingly to enable intellectual property to become the oil of interest poured into the spark of wisdom. For enterprises, it becomes increasingly essential to better know its own or competitors'intellectual property management level.At present, the study on the evaluation of enterprises'intellectual property management level is still a newly emerging subject. Many experts and scholars studied on this issue from different perspectives, such as legal issues, strategic management and asset value evaluation. Although some countries and research institutions had established the evaluation index system for enterprise intellectual property management, they all use experts scoring to evaluation enterprises'management level. That means that there hasn't been true evaluation system based on mathematic models and scientific methods. The author collected enterprise information and data through questionnaire and case-study, and then processed them by regression analysis model. Finally, the evaluation model for enterprises'intellectual property management level has been established. And after that, the evaluation system was realized by VB.net programming tools to provide readers a visual system demonstration of the evaluation process.The main achievements in this paper include: Search intellectual property website for statistical data, and find out the gap between domestic and foreign intellectual property management level, thus, the importance of enterprises'intellectual property management can be identified. Through questionnaires, the information and data of enterprises'intellectual property management status have been collected. After that, the author used multinomial logistic regression analysis model to process those data, and the key index are identified. At the same time, the contribution degree of every index value to every management level can be calculated. Finally, the enterprise's intellectual property management level can be judged based on the probability value calculation of all indexes. In addition, according to the principle mentioned above, the author designed and realized the evaluation system of enterprise'intellectual property management by VB.net. At last, the evaluation conclusion and improvement suggestion are raised.
