The most important influence on pharmaceutical industry is the crisis of new product development that occurred by intellectual property protection and further impact of importation by reduction of tariff when China is the member of WTO. In recent years, the conflict of patents between Chinese and foreign pharmaceutical enterprises erupt frequently. And the transnational corporations are launching a new "enclosure campaign" by means of patents. The intellectual property issue is crucial that face us.Possession, disposal, production, distribution and consumption of intellectual resource are the vital factors of knowledge-based economy. Intellectual property is important capital in high tech enterprises. Disposal of all resources including intellectual property capital reasonably can form core competency. So enterprises should manage their intellectual property efficiently.According to State Intellectual Property Office of P.R.C., the foreign countries apply more patents in the medical field than China. In order change the weak consciousness of intellectual property in pharmaceutical enterprises, the article analyses four kinds of high-tech fields and comes to the conclusion that the patent efficiency in pharmaceutical industry is higher and the more number of authorized patents, the more sales. The article also analyzes the impact of trade on pharmaceutical companies. Both illustrate the important role of pharmaceutical manufacturers. The characteristics of pharmaceutical industry are high technology, high input, high profit, high venture, and long period. Currently we have weak capability of developing new drugs, so me-too strategy is suitable for pharmaceutical industry. Consideration of the facts above, the article puts forward four strategies on IP, including information, protection, implementation and dynamic management. The thesis lays emphasis on intellectual property portfolio in order to strengthen the protection and evaluation of patent portfolio by means of patent portfolio weight matrix. At the same time from industry angle, forming an IP alliance is essential. Finally, the paper introduces the IP strategies in American and Japanese pharmaceutical enterprises for our reference.To enable intellectual property strategies run smoothly, enterprises also need to establish a sound intellectual property management system. Because of highlysensitive to external changes, the article presents flexible organizational structure for pharmaceutical enterprises intellectual property management, and also gives some suggestions on institution and personnel.
