Industrial structure unreasonable is the major problem which west at present is urgent needs to solve. How depends upon the advance in technology to optimize and promote industrial structure is the urgent matter. The main goal of this article studies through analyzes the relationship between industrial structure and the advance in technology of the Yunnan Dali state, discovers the main question in Dali and even the western area, and proposes relevant solution.This article first carrys on the discussion to the science and technology and the economical development relations. The science and technology has the nature of "the first productive forces", the technical progress has been able to impel the economic society develop and the industrial structure adjustment and the promotion. The industrial structure is a type diffusion structure, has the organized characteristic, it needs the technological breakthrough and the innovation to realize the non- balance evolution. Next takes the Dali state as an example, it analyzes present situation and the question of Dali's advance in technology and the industrial structure qualitatively and quantitatively. The advance in technology technical progress factor is not high is the main barrier of the industrial structure adjustment, through discovers the breach of the industrial structure adjustment, proposes the main direction of Dali industrial structure adjustment. There should be many kinds of Industrial orientation in west, but each province should not be different, in the western interior prominent region difference and the characteristic. Give up the partial industry that has the certain scale but to promote slow, local industry connection is lower, has not developed the potential product and the industry. Choose and focus on the superiority industry.(3)To enhance industrial connection and make industrial oneself to grow strong. Simultaneously may use respective advantages and display this area superiority from the overall, so greatly enhances other industrial the fusion ability.(4) the western area should put emphasis the industrial structure adjustment on the technological transformations which use the high-tech to the traditional industry, but not advances the whole high-tech industry blindly. Vigorously develops the minority traditional craftwork.(5)To establishe the industrial colony on the basis of comparison superiority. Even if in a superiority industry, also cannot pursue the completeness of the kind. It must highlight the superiority product and the famous brand goods. No matter is mechanical industry, energy industry, chemical industry, metallurgy industry and so on , each one has the huge system.
