Compares with the collection system, this can promote farmer's work enthusiasm truly, but the agricultural production way is still the backward scrap land economy production method. Compares with the modernized big agricultural production method, the agricultural self-employment production method's efficiency is extremely low.Under the family payment proportional to production contractor responsibility system, the farmer only can carry on the self-employment agricultural production; this production method directly creates the restriction to the agricultural modernization. First, the scrap land pattern creates restricts to the agricultural modernized production; Second, under the family payment proportional to production contractor responsibilitysystem, that the farmer only has to the land right of use cannot unite to the big land right to carry on the modernized production; Third, our country farmer's peasantry ideology also creates restricts to our country agriculture's modernization, who carries on the self-employment production for a long time.In the industry civilized time, the agricultural modernization is the inevitable trend, is the substitution which is from the tradition agricultural production way to the industrial production way, therefore, in our country's modernized process, the agricultural modernization cannot be overleaped. The family payment proportional to production contractor responsibility system has created the restriction to the agricultural modernization, and the restriction cannot be solved under its land right system. Therefore, it should use the socialism principle's new land right system reform the family payment proportional to production contractor responsibility system's land right system. Under the new land right system, the farmer has own labor force property rights, this is the first right, simultaneously has the producer goods property rights and the scrap land occupies is authorized, guaranteed realizes the agricultural union production. The agricultural union production may realize through the cooperation system economic organization, also may realize through the private capital farm. In the establishment process of the cooperation system and the private capital farm system, farmer's consciousness alsoshould be enhanced correspondingly, raising own right consciousness, democracy consciousness and cooperation consciousness, guarantees the agriculture modernization production realizing completely.
