From The Hezhe Street Tianjin Port Economic Development Of China's National Economic Policy Process

Chinese society in the 21st century is in the period of rapid economic growth. As a unified multi-ethnic country, Chinese minority economic development in the new century has become an important issue that can not be evaded. With the development of market economy in China, national economic policy of the central government has increasingly become the primary means to solve China's ethnic minorities economic development. In this context, the author from the perspectives of a learner of the Marxist theory and policy for nationalities considers how to improve China's national economic policies process. In this paper, the minorities economic policies from 1994 to 2006 in the economic and social development of the Hezhe nationality in Heilongjiang Province is the main study. In the first chapter of this paper, beginning with the natural environment and the history of evolution of the JieJinkou Hezhe national township, I recall the economic and social development of the JieJinkou Hezhe national township from 1947 till now. In this part, the author recalls the three periods of major export-economic development situation in the JieJinkou Hezhe national township. They are the period of the former of reform and opening up economic development (1947-1978), which including the new unit cooperatives period (1947-1958) and the period of people's communes (1958-1978),The new period of socialist construction (1978-1999) which including the fishery development from increasing to falling(1978-1995) and the period of abandonding fish to farming while developing a diversified economy (1995-1999) and century period (1999-2006).In chapter 2, the author makes a more detailed review of the national economic policies of the JieJinkou Hezhe national township from 1994 to 2006 and gives a simple political evaluation to the it, on this basis and in accordance with the scientific theory of policy,the author gives an analysis of the national economic policy in the JieJinkou Hezhe national township.In Chapter II, section I, the author gives the concept of national economic policy, it is that the party and the country to guide and influence the economic activities of minority ethnic groups and ethnic Areas in China, the said of the criteria and measures which is the requirement for implementation to support and help developing the national economic,it is one of the state's macroeconomic control measures, it is also a strategy and specific measures constitute a macro, under the guidance of the principle of unity in the total, concrete measures by the various departments supporting a strict policy system. In section 2and3 of this chapter,the author recalls the national economic policies and the benefits of the policies in the JieJinkou Hezhe national township from 1994 to 2006. In section 4 of this chapter, according to the basic tenets of science policy the author gives an analysis of the national economic policy in the JieJinkou Hezhe nationaltownship.In chapter 3, as the relationship between the national economic policies and the national economic development, and the representative of the JieJinkou Hezhe national township, further the author gives three suggestions for improvement of China's national economic policies process,which are first improving people's quality, second raising the level of policy research and third improving the quality of information dissemination. In the process of writing the book I read a vast amount of literature,and for on-the-spot investigation. The author writes in this paper using a variety of scientific research methods. In this paper, research is a strong theoretical and practical significance.
