China Agricultural Products Unfair Trade Practices And Relief System Study

Since China's accession to the World Trade Organization (WTO), there has been a significant increase in the export of agricultural produce, however at the same time China's exports of agricultural products are facing a severe export pressure and import barriers. This is not only due to the special nature of agriculture and agricultural industry's shortcomings in China, but also because of the unfair trade practices adopted by other countries when facing the competitive pressure from China's agricultural products. Based on the fair trade, this paper proposed a concept of fair trade remedy system for agricultural products, expecting to integrate kinds of resources to provide the remedy system an effective and workable strategy.On the basis of the definition of the concept of fair trade and trade remedy, the main idea in this paper is to constructe an unfair trade remedy system for China's agricultural products according to the unfair trade practices China suffers and the reality of China's trade remedy. Factors, which constraint the formation and operation of the system, have been analyzed through factor analysis and path analysis, policy recommendations to avoid unfair trade practices effectively is given. This paper consists of the following parts.In the first part, a review of the theory of fair trade and trade remedy is made, the key concepts in the research are summarized, and the object and the theoretical basis for the research are defined.In the second part, the WTO trade disputes on agricultural products are mainly studied, and the characteristics and cause of unfair trade practices for agricultural products are analyzed. Then on basis of the former study, comparative study on the unfair trade practices which China suffers has been made.In the third part, the paper studies the actuality of the domestic agricultural Trade Remedy, combined with the former study of trade remedy system by domestic scholars, to establish a conceptual model of the remedy system of fair trade in agricultural products, in which, government, social serves agencies, corporations and busiss groups/association are the main factors of the system; further more, the integration and the function of self-improvement of the remedy system are studied using the system theory and processs models.In the fourth part, on the basis of theoretical analysis, empirical research models and assumptions are proposed, the data needed in the empirical research is gotten by way of questionnaires survey, then using the tools AMOS and SPSS, the statistical analysis and structural equation modeling analysis are applied, the conclusions gotten are as follows: (1) Among the four main factors, The first two, government and social service agencies, have an greater influence on the composing of the fair trade remedy system for argricultial products, the latter two, corporations and busissgroups/associations, have a smaller influence; (2) The functions of trade remedy of the governments have the greatest impact on the composing of the fair trade remedy system, however, have no promotion in the system operation, that is to say, the governments have payed their attentions to the specific details, failed to guide the operation of the entire system from an overall perspective; (3) The construction of the system has large promotion in the system operation and a certain advantage to the communication; However, the communication contributes a little to the operation and the operation plays no positive role in promoting the system construction; (4) Generally speaking, China's fair trade remedy system for agricultural products is not yet a virtuous cycle of mutual promotion system.In the fifth part, based on the theory, the actual situation and the empirical analysis, the policy recommendations to avoid unfair trade practice for agricultural products are given as follows: (1) To improve the functions of the main factors, establish a related mechanism; (2) To publicize the concept of fair trade remedy and promote the communication between the main factors; (3) To hasten Gradually the integration of the fair trade remedy system for agricultural products.
