Innovation is the soul of national advancement. 21 century is the era of knowledge economy during which mankind is undergoing a global technological revolution. The competition among enterprises, economies and comprehensive national powers is increasingly embodied as the competition of technology. Layout Compendium of National Medium and Long Term Science and Technology Development puts forward the strategetic goal of enhancing independent innovation capability and constructing innovating nation, pointing out that the key of enhancing independent innovation capability is to consolidate the status of enterprise as the main player in technology innovation and establish the technology innovation system which is market-oriented and combining industry, education and research As SME are the active strength of technology innovation, the improvement of their innovation capability is vital for a nation to maintain competence in global market and sustainable development of economy. But at present, SME are facing a lot of disadvantages on which this thesis is focusing.The first part of this thesis expatiates the background and meaningness of the research. Starting from the concept of technology innovation, the second part analyzes the characteristics and mechanism of SME technology innovation. The third part narrates experiences of supporting SME technology innovation which China can learn from innovative nations and regions in the world. The fourth part, using the method of demonstration, analyzes the obstacles facing SME in their pursuing of technology innovation. The fifth part, on the basis of foreign experiences, put forward from macro and micro perspective, countermeasures of improving Chinese SME's technology innovation capability. The key point is that in the transforming period of China's economic structure and increasing mode, government should construct good environment for technology innovation, while enterprises should bring into play their inherent positivity and bear the responsibility in constructing innovative nation. Combination of the two aspects mentioned above is the effective way of improving Chinese SME's technology innovation capability, which is the original point of view of this thesis.
