Operational risk always exists since the commercial bank emerged, and it can be said to be the most ancient banking risk. But because the hidden nature of the operational risk and the small loss degree it creating since long ago, and therefore it has been neglected by theorists and banking industry. Since the 1980s, the growing financial innovation, the financial environment faced by the banking industry and technology are becoming increasingly complex, which makes the operational risk becoming increasingly obvious. Especially the 1990s Bahrain Bank and Japan bank have caused huge losses and have gong bankrupt because of the operational risk, which enable international banking industry raise operational risk unprecedented degree.Comparing with international the same business, the commercial bank's operational risk in China appears both common property and particularity of its own, which include forms, reasons, management concepts and control methods so on. In China, the four state-owned commercial banks so called are most important market subject, which include the China Industrial and Commercial Bank and the China Agriculture Bank which are state-owned entirely, and the China Bank and the China Construction Bank which are absolute majority stockholder by our country. The joint-stock transformation is a piece of matter in the course of development of state-owned commercial banks. This "complete change of heart" transition process would influence management of operational risk profoundly. Therefore, it is important actually to research and probe how to improve management of operational risk basing on current terms and facing future.In this article, the basic theory of the banking risk and the requirements of the Basel Capital Accord are analyzed firstly. Then the operational risk of the commercial banks in our country is analyzed. At the same time, the definition and the characteristics of the commercial banks in our country are derived.
