The core issue of an organization lies in the people, which means the motivation aspect linked to the people's incentives. It is key to business vigor and competitiveness to establish an effective incentive and constraint system.Under the circumstances of mass production, the social segement is sophisticated and specialized, which makes the principal-agent chain formed in hotel organization. The production and sales of hotel product is fulfilled during the process when the employees contact customers. Being the end agent and the enterprises' profit-makers , the basic-level employees play important part in improving customers' satisfaction and critical to the hotel's survival and development, which depends on whether they exert their efforts and master the "true moment" to increase the service quality perceived by customers.On the basis of principal-agent theory, taking the manager as the principal while the employee as the agent, this paper tries to build a mathematical model on incentive and constraint mechanism of hotel enterprises, and justifies the reasonable and scientific aspects of the model through empirical research. By quantitative and qualitative researches, the paper concludes how to improve employees'efforts and the general principles of incentive and constraint mechanism design in hotel circumstances, aiming to enrich and perfect the current incentive theories and provide guidance for hotel's high-efficient human resources management.According to the established model, three incentive factors focus on basic-level employees including salary, job-itself, and career development, meanwhile three constraint factors including management institution, supervision and modern facilities are designed in this empirical research, the results demonstrate that, comparing with the traditional incentive or constraint system, establishing balanced incentive and constraint mechanism and combining them together into the payment contract is the best way to enhance the employees'efforts.On the incentive aspects, the conclusions are as follows.
