Shaanxi Province Road Transport System

This paper started from the basic theory of the system. First, it defined the RTSS (Road Transport Service System) on theory, and then it analyzed features, functions, composition and connotation of the RTSS. Second, the paper described the situation of RTSS in Shaanxi province in road transport infrastructure, corporate and the administrative management and then came up the exiting problems. Third, it put out the basic framework and important things for developing the RTSS of Shaanxi province on the basis of analyzing the demand for developing the RTSS, and then it analyzed the RTSS of rural region in new period. At last, the paper introduced the current situation and experiences of developed countries about the RTSS, and it proposed the measures of developing the RTSS of Shaanxi province on the basis of comparison of Shaanxi province and the modern areas in RTSS.
