Chinese Urban Community Management System Study

This paper begins with the analysis of urban community to probe into the concepts as urban community, urban communtiy management, urban community management system etc. Then, based upon the present situation of urban management in our country, makes a systematic summary of the achievements made and the problems existing in the urban community management in our country since the reform and opening up to the outside world and analyzes the causes of the problems. It is pointed out that the urban community management develops considerably well since the reform and opening to the outside, but due to the impact of the planned economic system, also some defects, such as, urban community management by administrate means, uncertain funtion, imperfect system, unscientific establishment of aim and object. The defects run counter to the trend of development and transition of the urban society and the require of innovation in the community model, and hence reform is a must. Furthermore, the paper beginning with a comparsion between the development of the urban community management in the advanced western countries and the present situation of the urban community management in our country, choose domestic three typical practice mode of community building carry on comparative analysis, and proposed the guideline of the traditional urban community's management system of the reform, described the basic goal mode of the urban community management system reform of our country. On this basis, the paper make a propose for improving the urban community management: establish the community building management and organization system; innovative government's management style, dispel the barrier between different departments; develop community's nonprofit organization and volunte organization; build professionalism and specialized community work's team; accelerate the construction of legal system; set up and perfect the laws and regulations system in the communtiy so as to establish a new model of scientific and orderly, advanced and highly-effetive modern urban communtiy management.
