After 9·11 event and the war on terrorism, especially the 2003 Iraq War, the energy market have fluctuated frequently with supply and price. Almost all the energy-importing countries are looking for new energy supply instead of Middle East supply to ensure their energy security. Russian itself has abundant reserves of oil and natural gas, and becomes eager to take up larger share in international energy market. Russian's energy industry is important for the stability of world energy market. The ongoing EU enlargement moves the EU's boarders much closer to Russian, and EU's energy demand from Russian maintains increase, which promote the EU-Russian relations in energy field. EU has adapted its energy policy since EU enlargement in 2000, and Russian has also emerged a clear energy policy, which push EU-Russian energy cooperation into a new relationship. Of course, there are still many obstacles in the forthcoming energy cooperation.The purpose of this paper is to examine the EU-Russian energy cooperation after 2000 from the perspective of both parties. The first section examines the situation of world energy market, EU energy demand and Russian's energy industry. This is followed by an analysis of the EU-Russian energy cooperation and the energy dialogue.The second part analyzes the EU energy policy and the challenge of EU enlargement, by extension, its impact on EU-Russian energy cooperation.Having briefly assessed the recent energy cooperation between the two parties, the paper then discusses the key issues, including bilateral and international, which affect the EU-Russian energy cooperation.
