Along with knowledge economy approaching and the whole world economic integration acceleration, competition among enterprises mostly appears their competition for human resource. It is important that enterprises must attract, hold, and make full use of talents by designing and adjusting the human resource system, especially the performance appraisal system, which has become the key aspects of human resource management.The construction profession competition is day by day intense, whether the correct enterprise competition strategy can be realized and the policy-maker can grasp correct and the prompt enterprise achievements appraisal information is the key. How effectively to appraises the construction enterprises' performance, and the performance appraisal system which has been established to improve their management level have the important practical significance. This paper starts from the basic theory and method of performance evaluation, and in combination with the specific practice in performance evaluation of Luoyang urban construction group corporation 109 project unit, make an all-round study of performance appraisal system design.First part Introduction, briefly introducing the relevant theories of the performance appraisal and the present domestic and foreign development of this aspect. Performance appraisal is one effective management method which can evaluate the staffs' degree fulfilled to responsibility which stipulated to their duty, and determine their job performance.Second part the analysis of the internal and external environment of the construction industry. An analysis and examination of the current status of the 106 project unit human resource management and performance appraisal system identifies the problems so that a resolution can be found to tackle the problem.The third part shows the design process of the performance appraisal.
