Since 20th century 70's, the western nations have relaxed in abundance to infrastructure control that used to be monopoly managed by the states. They introduced private capital, established competitive system, carried on the reform of infrastructure. This enormously impelled infrastructure and its correlative business.Since carried on the policy of reform and open, our infrastructure construction has obtained huge achievement. But current, because lacks the national finance fund, infrastructure development is restricted. People have already realized that it is important to introduce the private capital.
