So, since 2005 Country Policy Bank (Country Develop Bank) offers more than 360 hundred million for the foundation equipment manufacture industry and important industrial foundation in Shenyang in order to help the development. Now, the development and construction fund under the Shenyang old industrial base is the loan fund of the country develop bank. So, it is an important problem to how to use the fund well, use the fund efficient, guard the risk of the government, at the same time, it is the goal of this paper.This paper uses the method of practice and theory to investigate the situation of the supervising and managing of the fund by kinds of the ways, and the Country Develop Bank in Liaoning, the management of fund in Shenyang and some of the area country and enterprise. At the same time, by the investigation, getting the accurate data about the supervising and managing of the fund of Xinmin, Liaozhong, Faku, Kangping, the Engine bed group, Air Blower group and so on, to analysis and summary the reasons of the problems. At last, this paper uses the method of the system analysis to design every link of the supervising and managing of the fund and establish a system of the supervising and managing of the fund for the problems of the every link of the supervising and managing of the fund.The new point of this paper is it stands for the government angle, it analysis the problems of the every link of the supervising and managing of the fund and it design every link of the supervising and managing of the fund in Shenyang. Because it is late when the problem of the supervising and managing of the fund appears, it is very poor in the theory correlated. So, the system of the supervising and managing of the fund which is made by the author includes the supervising and managing methods for the fund appropriate, fund use and repay, risk warning and effect appraisal is the may reference for the supervising and management of the fund. At the same time, the system has the operation in the management of the fund in Shenyang for the operation and research of the several objects, so, for the Shenyang old industrial base, this paper offers serious of feasible mentality and method in supervising and managing of fund in development and construction.
