The exploration of the approach to the off-the-spot monitoring of enterprise foreign exchange income and expenditure is the essential work of indirect management of the State Administration of Foreign Exchange(SAFE).Based on the idea of comprehensive utilization, gradual improvement, timely warning and efficient monitoring, the paper, by means of the empirical study, initially develops an off-the-spot monitoring index system of the global income and expenditure of enterprises, and makes a fundamental monitoring and extended monitoring of the general enterprise and makes a macro-analysis and situation judgment. Then, the paper founds a breakthrough point in the off-the-spot monitoring of the foreign exchange income and expenditure of individual enterprise, integrates the internal monitoring data from the management systems of SAFE, makes a further recognition of the characteristics of global foreign exchange income and expenditure in enterprises, and detects various focal enterprises and their focuses, all of which is verified by on-the-spot investigation and examination. Finally, in view of the challenge and difficulty facing the current task of the off-the-spot monitoring of foreign exchange income and expenditure and upgrading of the internal systems and issuing of new foreign exchange policies in the Foreign Exchange Management Department, the paper makes a tentative both-applicable-and-theoretical study of new patterns of foreign exchange account management and off-the-spot monitoring of selling foreign exchange in the aspect of capital item, puts forth ideas and designs of optimizing the off-the-spot monitoring methods in foreign exchange income and expenditure of enterprises.
