| The natural gas is recognized by many countries' government as a kind of clean and efficient energy sources. But compared to western developed countries, the natural gas industry of our country has dropped behind; there is a large gap between our country and the average level of word. The integrative monopoly of production and transfers and low efficient government regulation system is the main reason which fettered the development of the natural gas industry of our country. After the ministry of energy sources was repealed in 1998, there isn't a independent and professional regulator to regulate the natural gas industry efficiently, result in largish random government regulation. The objective of regulation is ambiguity, the regulation price lack the guidance of economic principle, which can't stimulate the enterprise to improve the management efficiency and reduce the production cost. Strict admittance regulation provide the monopoly enterprise monopoly safeguard to manage low efficient and get high revenue, and it harm the economy efficiency and bring the social unfair.On the basis of learning the theory of natural monopoly and government regulation, this paper consults the experience of western developed countries' reform of government regulation on the natural gas industry, analyses the natural gas industry of our country in-depth, grasp the characteristic of economy and technology, find out its character, design a competitive market framework and efficient government regulation system for the natural gas industry of our country, and research the route of the form of competitive market framework. |
