At the age of knowledge economy, knowledge innovation plays the most important role in competition of the scientific research academies and institutes. The knowledge innovation by the scientific research academies and institutes is the key to win the competition, as well as the significant components of national knowledge innovation system. Human, the mainbody of knowledge innovation, is also the carrier of knowledge. Consequently, one of important topics about implementing the knowledge innovation engineering has been shaped, which is how to strengthen the human resource management in the scientific research academies and institutes in order to develop the advantage of conformity and integration of talent resources and improve the abilities of knowledge management and knowledge innovation.In order to meet the requirement of knowledge innovation engineering, the scientific research academies and institutes should learn advanced human resource management ideas and technology, and use foreign advanced human resource management experiences for reference. Meanwhile, they should knit the actual circumstances together, master the characteristics of talents in the scientific research academies and institutes, and acclimate the globalization trend happening in economy and talents. Only by these means can the development and management system of human resources be shaped, which meet with the situation of our country. Under the control of this kind of system, more scientific and technical achievements of originality would be gained, which would in turn push the advancement of national science and technology, as well as the overall development of society and human.This article applies the theory of knowledge innovation, theory of modern human resource development and management, theory of human resource programming, inspiration mechanism and performance management approach, to analyze the present situation of human resource management in the scientific research academies and institutes, in order to find out existing problems and why they are existing.
