Agriculture, rural areas and farmers are laying the basis for the development of China's economy. Without the improvement of the farmers's life and rural economy, the development of China's national economy will loss the support and the root, therefore it will be risky. And the issues concerning agriculture, rural areas and farmers are fundamental ones that have bearings on the overall China's modernization drive. But now they are the hardest to solve among the issues of China's economy.To push the development of rural economy is the key to solve the issues concerning agriculture, rural areas and farmers. And financial support is necessary. But lots of rural financial resources are flowing out of rural areas. At the same time, the allocation of the remaining rural financial resources is out of balance in rural market. These phenomena are called "adverse allocation " in this study. And the adverse allocation of rural financial resources is the main reason that the rural areas lack money for further development. As a result, it is very important to have a study on the status quo of the adverse allocation of rural financial resources and how to solve this issue. And this study will focus on the status quo of the adverse allocation of rural financial resources and its reason, then advise on the ways to solve the issue. And empirical studies are applied and seven parts are included in this paper.The first part is an introduction. This part points out the structure and related literature, and stresses on the issue of this study. The second part gives the concerned theory and the definition of rural financial resources. Part three shows the phenomena that the rural financial resources are flowing out of rural areas. Part four shows another phenomena that the allocation of the remained rural financial resources is out of balance in structure. Part five analyses the reason of the adverse allocation of rural financial resources. Part six advises the ways to solve the adverse allocation. Part seven is the conclusion.Through the analysis of this paper we get the following conclusions:The first, the rural financial resources are enough for rural development if they are fully used.
