With the rapidly increasing pace of economic globalization and fierce competition of marketing competition, a company has to continuously improve its overall efficiency and performance in order to win competing advantages. Performance management has been practically proved to be one of the core functions of human resource and the strategic managerial idea and method for companies to gain constant success. However, performance management in the managerial practice of companies, especially of the state-owned companies, bears lots of problems which have seriously curbed the performance managerial level and weakened the strategic executive power of companies.The paper takes the Second Chemical Fertilizer Plant of Qilu-Pec as the researching object, based on the collection of relevant materials and questionnaire investigation of the company, gives a profound analysis of the present situation of performance management in the company, and points out that the existing problems such as the unsystematic current performance management system, unscientific index enactment and over-simple application of the result etc are that "bottleneck" points which impair the improvement of performance of the company.Taking the actual conditions of the second chemical fertilizer plant into account, and by adopting methods such as KPI, MBO, 360 degree appraisal, duality of domination and subordination and other advanced performance management appraisal methods, the paper proposes the method that combines KPI and MBO to strengthen performance planning and, at the same time, direct and monitor supervisors to finish performance record and communication and make good use of the result of performance appraisal. In addition, the paper has designed the corresponding implementing scheme in order to establish effective running mechanism in the company and facilitates the advance of its performance.The paper suggests comprehensive appraisal by considering key performance indexes as well as common managerial ones of various units and overall efficient management of these units by adopting appraisal methods such as KPI assisted by duality of domination and subordination.
