With the landing of foreign banks in financial markets, the commercial Banks of China have speed up the pace of reform mechanisms. With the rapid development of computer technology and network technology, we have come to realize that the management environment of enterprises in our country has become more complicated and uncertain. Human Resource has become the core of competition among the enterprises. And the training system, as the important part of human resource management, can improving the quality of the staff and making employees adapt to the new forms of competition, can improve the competitive ability of the enterprise, is the key to survival and development.Rural Credit Cooperative of Qingdao wants to survive and develop in the fierce market competition, must improve the quality of the staff. All along, there is no established system of Rural Credit Cooperative of Qingdao training mechanism and the lack of practical application of training with single form, monotonous contents which serve no good to enhance the quality of employees.We contact theories and practices, apply the relative stimulation theories, and draw lessons from certain experiences of several well-known enterprises. In the condition of liking its own features and present situation of Rural Credit Cooperative of Qingdao , we will make good use of the combination of material stimulation and immaterial stimulation, internal stimulation and external stimulation, short-term stimulation and long-term stimulation. And we will emphasis on establishing a whole-orientational, multidimensional stimulation system. The passage aims at the practical requirements of the staff, mainly from the enterprise culture, training, objective and individual career development and so on, and makes a key design on training system. The training system is based on detailed, comprehensive researches and studies, and has the maneuverability and practicability, although it still has many defects and needs to be ameliorated.
