| Inner Mongolia Telecom Co. was founded in September,2002. In order to constitute a long term goal, a three-year roll-layout(from 2005 to 2007) was constituted in 2004, in which it has been cleared that the company goal is to make EBITDA be positive in 2006 and free cash flow be positive in 2008. However financial aim couldn't be divided and assigned to sub-companies at that time due to lack of consulting data. In this situation , no clear financial target was assigned to each sub-company. The result was that the managing ideals and managing markers of parent company could not been materialized by the branches. Also, in the managing of the branches, the structure of income and investment was not well settled, the investment benefit was low and no more enthusiasm could be lighted by the sub-companies to make their best performance. As a parent company, Inner Mongolia Telecom Co. haven't acquired a reference guide line on investment control , the way and the range of controlling branches. To solve above problems and to improve managing level and benefit of company, the primary managing guide lines mainly for Inner Mongolia Telecom have been disassembled and analyzed. The research conclusion should provide not only support but the proof for making the strategic planning, budgetary control and diversity performance examine.This article describes the research which emphasizes the principle of benefit first and the principle of primary area investment, primary service development, income objective guarantee ,which not only insists on the development conception with emphasis, do what should do ,do what should do first, but also insists on the development conception of benefit, regarding the ratio among investment, income, cost, profit and the cash flow. This article has been composed with the direction of the modern management theories ,the realization of general objective, and the prescribing of the North Division. To complete this research, tremendous investigation on economic environment and communication environment was made, and the partition coefficient was confirmed on the consideration of the disproportion and relativity among 12 branch companies. |
